OutRun steering wheel has 270 degrees of rotation, Initial D is supposed to have more (can't remember how much exactly).
It will work, it just won't be exactly like the actual arcade machine.
EDIT: oops, wrote Crazy Taxi instead

Ok, so that's basically the different wheel and the shift in different positions

Very basically, yes.
But, the iD wheel is not only bigger, the mech itself also rotates more degrees than on a Model 3 setup - this gives the different feel. It's not just a case of swapping the steering wheel over - they have different splines so are not compatible.
The motor and pot is the same though and the FFB setup (electronically) is the same.
You can remove the complete dash assembly (as pictured) from an iD cab and swap into a Model 3 (or OutRun2) cab and vice-versa.
Wanted:
Sega Model 3 Emergency Call Ambulance ROM board or complete Step 2 boardset.
