It's definitely an arcade game. However, it's still a rumor that it is a new Daytona. Sega announced their lineup for the upcoming IAAPA (International Association of Amusement Parks and Attractions) show. The line up includes:

Target Bravo: Operation Ghost
Let's Go Island Dream Edition
Dinosaur Catcher
Pump the Balloon

and

"a showstopper video game, to be officially announced next week."

a showstopper game ... Certain games work in certain graphics at certain times ,now granted outrun 2 was good so let's hope they can mimic that type of success

A show-stopper in this context means that the game will be so awesome, everything will stop while we bathe in its majesty.
