Sometimes called button head bolts, they are really hard to find, I tried when I was searching for some for a custom CP, where there was no square hole punched.
Ended up using just a regular machine screw with a allen key head.
Or you could nick the security screw from half a dozen CPS2 boards.
Button heads will always have a hex socket in them so it's definitely carriage bolt you want,im sure their was another name
I know aki shop used to deal with metric carriage bolts .4.5mm or something but we deal with a Japanese company and they have always bought more imperial bolts than metric sizes the problem is ,a lot of places just don't make these size bolts /fasteners any more.

File the hole it's supposed to sit in ,maybe. As David said if they don't have the square bit they wouldn't be carriage /coach bolts just plain old button heads and I don't think you can get button heads without a hex key hole in the head ...it wouldnt make sense

Akihabara shop still sell the one in the top: M4 x 16 , unless you are talking about the thicker ones (bottom) found on Irem/Capcom/old Taito cabs M5 x 16 which are nowhere to be found
edit: I just re-read your post, you want them without the square tip underneath the head??, I don't know if such model even exist, a carriage without the square tip it wouldn't be a "carriage bolt" anymore, otherwise how are you going to hold it in place in order to screw it firmly?? , I think you are looking just for round head screws.
Normally in fasteners /bolts it's called "reduced shaft" but this is carried out on bolts not threaded to head. And I'm not sure if the square is considered to be the shaft Or the head or other why do you need this square part smaller can you make the bigger?

I am getting a shipment of 12mm long x M4 (4mm diameter) bolts shipped from china on the slow boat currently, for use in my Dino King cab (mini candy cab)

The canary CP holes won't take the bigger square bit (they're smaller). The original bolts are not perfectly square - they're square at the screw head and then start to angle towards the thread. Imagine a pyramid with the top cut off.
