I *think* that means part of the control panel has been repainted (probably some corrosion from use) and there has been some repair to the foot rest, other than that the cab hasn't been touched from new.

Well that's the problem isn't it, until people stop dealing with him he's not going to go away. Lets have it right, he's openly buying things purely to sell on for a very hefty profit. Is it theft? No, but it's not a million miles away from it. On that item alone he stands to make best part of £100 for very little work.
