With Sony's financial input Shenmue III probably about $30-40m but I imagine that most of the public will fail to see that bit.
There’s something curious about Shenmue III on Kickstarter: it’s only asking for $2 million. It took $47 million to build the original game. What’s the deal? As it turns out, Sony’s partnering with its development.
It sounds like both Sony and Suzuki found themselves in a tough spot. Fans demanded more Shenmue, but how to prove that beyond a tweet? Social media is nice, but it’s not money.

“We said ‘the only way this is gonna happen is if the fans speak up,’” said Corsi. “We thought Kickstarter was the perfect place to do this. We set a goal of two million dollars, and if the fans come in and back it, then absolutely we’re going to make it this a reality.”

That part isn’t really laid out in the Shenmue III page on Kickstarter, however. There’s no mention that Sony’s involved, nor the promise of additional money from outside investors.

Another example of this lately is Yooka Laylee.
It has a ton of VC. The Kickstarter fund was just a good marketing plan and will end up as a small part of the development cost.

I'm honestly surprised how good this looks.

It's a good thing I don't have a PS4, because I still have to finish the games on the Dreamcast

It's going to be a minor blemish on the otherwise unparalleled career of the great Suzuki-san.

Yu Suzuki is legendary, but let's be honest, he hasn't done anything worthwile after being director on Virtua Fighter 4 (2001). On Virtua Cop 3 and OutRun 2 (both 2003) he was a producer, who knows how much input he really put in to them.

After that it's just trash:

Psy-Phi (2005), Arcade, Director / Producer (cancelled)
Shenmue Online (2007), PC, Director (cancelled)
Sega Race TV (2008), Arcade, Producer
Shenmue City (2010), Mobile, Director
Virtua Fighter: Cool Champ (2011), Mobile, Director
Bullet Pirates (2013), Mobile, Director
Virtua Fighter: Fever Combo (2014), Mobile, Director

The only way this was going to be any good would've been a collaboration with Toshihiro Nagoshi's Yakuza team but obviously SEGA weren't interested.

For me Shenmue 3 is the most awaited game of 2019 (I will now close my eyes and wait for the backlash and ironic comments). I recently replayed Shenmue 1 and 2 with Japanese dub on PC and still enjoyed them.
As a huge fan of Shenmue, Virtua Fighter and Yu Suzuki I had to participate to the Kickstarter crowdfunding (with a big sum of money).
Waiting to see Lan Di face to face with Ryo in Guilin...

Apart from Sekiro (havent played it yet since I had a daughter two months ago - waiting for my vacation), Shenmue 3 is the only new game I really want to play. Played through 1 & 2 during Christmas and I just love them to death. They are so campy and weird, yet I think about them almost constantly. I don't know man, there's just something about this series, it's really grown on me since I played them the first time back in 2005-ish. It'll probably be trash but I don't really care, I'll try and play it day one.

As somebody who is not a steam user and not going playing this on a PC, does it affect me?

No.

Just the dozens of man-babies crying on Kickstarter.
