To be fair I think sega's been pretty ready with the rom/port releases compared to other [previous] platform holders. They were probably wary of being seen as i) pushing old games when they were trying to get ahead of the game technically; later on you can see the route they wanted to take for some of that ps2 sega ages releases: (badly)re-worked games in 3d. And you still see such sentiments expressed by expressed by some smaller companies who want to publicly push/be represented by something 'new', rather than 'old', whether or not their proud of that work.

And ii) to encourage or appear sympathetic to piracy with a direct emulator ... particularly around the time of the dreamcast, the [perceived] confluence around emulation and piracy was really hated by rights holders when there were few means/incentive for users to engage in online communities/services/authentication.

Nowadays, the cat's generally considered to be out of the bag, and the focus is really starting to get onto how to make such retro/brand lineage experiences attractive to consumers - again something that's a little barebones here.
