I think that's a bit unfair to say. They have been working hard on their blockbuster triple A Hollywood games and paying Dimps to make more and more of that 3D mugen stuff.

The art and character design in the Ace Attorney games is very classic Capcom. They still have a bit of the old talent stored in a broom cupboard.

The first game is now 14 years old, and all the others are naturally just trying to copy that. I'm not sure it counts as a demonstration of them still having old talent, more that it's a rare franchise that has seen only minor attempts to freshen it up. Visual Novels are about the only genre where progress has never been desired. No need for new features or modernisation attempts. I was a little out but the first one was released Oct 2001 on GBA, and the next two games were all on GBA. Much of the reason they made a fourth one was because of the Western sales, and the first game only got a western release due to sales and word of mouth from the dual language Japanese DS port. It seems I forgot to post this here and so did everyone else.
I must say I am absolutely positively surprised by the fact that they decided to revamp dictator’s play style. The main reason I pretend IV doesn’t exist is because it offered nothing new. I don’t know how I will feel when SFV is out, but for now I’m sort of OK with it.

i know people are baffled that there is no change in art style, but im not sure where they could have gone really gone with it ,the others have all coincided somebit with a change /advance in hardware so that really doesnt apply here anymore

Apparently some of the information from those scans was already leaked half a year ago. And according to that leak, the game will have 16 characters and there won't be any "upgrade" versions. I really hope that's true.

SFIV played it safe with a yes-game, which was never going to be great from our point of view but as a game it was by no means a travesty.
If they're really attempting a focused game that isn't another Streetfighter's Greatest hits cover then my interest is growing fast.
My only worry is SFIV's new character designs are a travesty.
