The cuts were Ubi's decision, for "marketing reasons", it's nothing to do with classification.
PEGI have actually commented on the situtation, stating that they actually passed the uncensored game for Europe (excluding Germany, where USK classify games) as an 18 rating, which is why Europe still get the uncensored PC version. Ubi then resubmitted the censored version to PEGI, which was also classified as 18.

Indeed, the option to region lock on the PS3 is there. It's just that only only Persona 4 has ever used it. That's not to say that there will never be more games that use it.
I popped in game today to put a fiver down for tomorrow and asked about the censorship.the y told me it's a couple of scenes that was posted, but they have not cut them just censored them in a comical way. So probably nothing to worry about too much
Yeah, a lot of fuss for a couple of censored bits. My Asian (possibly Australian) Xbox 360 version is due tomorrow. I'd have just bought the UK one but I have a Japanese console.

****. They have been cut in as far as there are seven parts, some video scenes and some gameplay, which have been censored with a static screen describing what you're missing out on. Sure, the descriptions are pretty comical, but less comical that what was originally intended.
OMG I'm in an episode of South Park. Game looks great and is littered with references to the show. Really don't get what people see in this turn based combat **** though.
