I recently got a Blast City i plugged in an Noami board and when i turned it on this is what i got,

There's some problem with sync.
How are you connecting the Naomi to your Blast?
It looks like you have an autosyncing MS2931 / 2933 in your Blast, can you confirm? You should have three buttons to control the OSD above the control panel connectors.
You could try switching resolution on the Naomi, even though technically it shouldn't matter (the monitor should sync to both frequencies). Dip switch 1 controls resolution. Down is for 31khz, up for 15khz. The dip switches are on the front of the motherboard, in the upper left corner.

I tried changing the resolution no video but I can hear the Naomi boot audio.
I attached a picture of the adapter for the jamaa I'm connected to.
I just tried connecting a pandoras box 6 same issue wobbly lines.

That's a MS2931 / 33, which is an autosync monitor.
So you have the VGA cable connected from the Naomi straight to the monitor. Try connecting the VGA cable from the Naomi to the adapter.

I had a sync issue with a ms2933, my vga cable wasn't great (cheap ebay job) and it picked up so much noise the monitor couldn't choose the right resolution
I'd suggest trying some other cables
