C3129D chassis Atomiswave monitor

I have a Atomiswave sitdown cab that is missing green color. The chassis is a C3129D.
If I turn the brightness up all the way I can make out a very little amount of green color.
I tried switching the red signal with the green signal where it connects at the neckboard, and then the red came through nice and strong where the green was supposed to be. So the green should have come through where the red was supposed to be but there was nothing.
A few people said it was probably the atomiswave VGA cord since the colors are driven by the neckboard on the C3129D. I tried a new VGA cable but nothing changed. I tried other PCBs and the problem is the same so it isn't the game.

I checked the tube with a rejuvenator and it said the tube was good.

Since the red signal came through just fine on the green line it isn't a cap on the neckboard? Is that correct?
Any ideas?
