I can't seem to find measurement information on the locks. Are they proprietary for SEGA machines, or is this a standard lock I can buy at a hardware store? I'm kind of weary about spending 35$ US on a single lock and key (http://www.cstest.co.uk/acatalog/Locks_and_Keys.html").
Drill new holes to fit American standard arcade locks? (bleh)

any lock should fit,just need the correct length and correct or modified cam

Jahya, I just bought a lock and pair of keys (oddly enough, for cylinder #5380) from River Service (http://www.rs2006.co.jp/overseas.htm"). It'd still probably be kind of expensive after shipping, but if you buy something else from them maybe it wouldn't be so bad to ship. I think they charged me about 1100 yen for the lock and 800 per key. Sure, you could put a regular file cabinet lock on there, too. I just didn't want to drill mine out. But I couldn't access anything on my Aero City (control panel or lifting the glass) without unlocking both locks at the same time, so it was worth it to me. Good luck!
