What's that thing?
By changing the wires of the neon, I discovered that small stuff. It should give energy to the starter. Both legs was rolled up to the naked wires but I didn't succeed to desolder the wounded part, so I had to cut it. Now the legs are shorter but still efficients since both joins the solder points, but I'd prefere to get a new one. I also burned the body a bit (not something terrible but a small point on every side), I hope this will not giving me any issue.

I don't think it matters if you burned the protective foil a small bit.

Yeah it looks like a capacitor. Can I replace it with any other kind of caps having the same value?

Or just fit an LED tube instead, and ditch the ballast and starter stuff..

That can be a good idea. So the LED tube would only requiers two harness?

You just need to connect the LED tube to AC. Just make sure your tube can run on 100VAC. I bought a 240V one and it flickered when connected to 100V. Returned it and got one that was rated for 90-260V. Works great.

I see, so if I replace my actual neon by a LED tube, I should be able to remove the whole red wire, the ballast and the starter (pls see the shema)?
If I can keep the black wire only, should I hook it to some other points like 1, 3 or 4? Maybe another one should also goes to ACL?

Yeah, you just need to connect two pins, one to live and the other to neutral. You don't need to connect all four.

With AC it doesn't matter where you connect live and where neutral, just that they're on different pins
