What's the reason for Astro City CP design variations?

My cab's CP has this design, where it displays "Licensed by Sega" as opposed to the SEGA logo. I can barely find examples of this one online (they're mostly just the SEGA logo version) and I was wondering if there was any particular reason for the difference?

The "licensed by" were made by either Sanwa or Seimitsu, you can tell which one is which by looking at the button layout for the player 2, Seimitsu used the Sega layout while Sanwa used a straight layout similar to the one on newer Vewlix panels.

Then those with the Sega logo were made by Sega, but only the following:
2 player 3 buttons in slightly slanted position ( the standard/default panel)
2 player 3 buttons in Virtua Fighter layout
2 player 4 buttons per player with Spikeout layout

As far as I know 2L12B panels are all repros or one of the above modded for 6 buttons, Sega never released those, I don't know about the 1 player panels.
