Pretty sure US/EU defaults to difficulty 3 and JP default is 4. Someone else might be able to confirm/deny that.

But is it noticeable ?
Because I know the Super street fighter 2 Turbo CPS2 ( 2X the Japanese version ) has a much higher difficult than the 2X Japanese version being both the same default difficult

Yep, there are noticeable differences. Slightly more bullets from smaller aircrafts, also more and faster bullets from bosses.
