Tekken tag "Good morning" boot loop

Hi i have a namco system 12 tekken tagand by all the sudden not working it just having a" repeated good morning sound" and a boot looping in screen what should be the problem ?? I already reseat the rom board and graphics board but still no good.

Those System 12 are notorious for bad SMD caps, so I would first check that all the capacitors are still intact/attached to pads. I have had Tekken boards that had missing capacitors since they might even drop out...
