On some bootlegs like that they don't share a connection between the main ground, and video ground.
This isn't a problem if the wiring in your cabinet joins those ground together. Looks like you are running it in a candy cabinet?
In my new astro city I had sync problem with a SF2 bootleg not syncing correctly as the wiring in this cabinet doesn't join the video and main ground. I ended up soldering a wire on the PCB between the video ground and main ground and it fixed the issue

I also came across that recently. Holding a headphone lead to video ground and common ground quickly tested it.
