Neogeo Board doesn't Boot

I have a problem with my neogeo board.
When I plugged it , it trying to boot but I get this screen :

Have you tried with a cart plugged in? I don’t recall MVS boots to a screen when empty.

Yes I tried to put the cartridge but anytime happened.

Z80 error.
Faulty CPU.
