V ROMs contain the samples and the M1 Rom contains the audio code. I would assume it's something to do with the V ROMs? I would pull the V ROMs and dump them to make sure they're good.

Here's some info here https://wiki.neogeodev.org/index.php?title=M1_ROM and here https://wiki.neogeodev.org/index.php?title=V_ROM

Ghost Pilots use the early PRG board with separated PCM A and PCM B data. Considering that SNK likes to use the "PCM B" function of the YM2610 to music, you want to focus diagnosis on the V1x roms and the 74LS174 (latches) related to the V1x roms. (V1x = PCM A, V2x = PCM B)

It can be broken traces so before you start popping chips out of the board check for bad traces.
