Arcade Otaku - アーケード オタク

I recently started to get this error on boot when it gets to the initialization screen (pic). "Acsetup: buffer ram mismatch." Both systems were booting the game fine until now. One gives the error the other continues on to load the game fine. I tried swapping the ram between units, DVD drive, swapped discs, all PCB boards (minus motherboard) replaced the battery...
Also, not very versed in pcb repair (no logic probe either :/) but under visual inspection these chips looks like they have a few badly oxidized leg(s) not sure if something like this could cause the error?

Any help is appreciated. Thanks!

I reflowed those questionable chips - still getting the same error :/
