Street Fighter 2 CPS1 PCB Issue

Hello!

I have recently acquired a Capcom Street Fighter 2 PCB. I plug it in and all I get when it boots up is a smashing glass sound effect, no image on the monitor at all.

Anyone know what this sound represents?

I have read about sound issue fixes on this board but nothing about what I am experiencing.

Any help would be greatly appreciated.
