I have a Naomi 1 with MvC2 in it. The game works fine, and it's in a New Net City.
I recently purchased a JP Power Stone 1. When I plug the game in, I get nothing but "no signal". The main board doesn't even boot to a Naomi splash screen or give errors (it does if I turn it on with no cartridge installed at all).
I don't see anything visibly wrong with the Power Stone cartridge. It is my understanding there should not be a region issue with this board.
Any ideas?

This seems like the buffers on the cartridge if it is restricted to just this cart and MvsC2 works fine.
The buffers generally go because of over-voltage, so if it was like this when you bought it and you bought it as working I'd speak to the seller and let them know.

The buffers are SMD ICs on the cart. They buffer the data between the cart and motherboard.
If they aren't functioning right the data from the cart isn't going to get to the motherboard and vice versa.
