Push and keep pressed down the Volume Down button when turning the cab on. When the attract screen is running try turning up the volume.

The chipset (two Toshiba chips) that controls the volume on the CPS2 are designed for automotive radios so it has more functions than just volume control. It has some RAM powered by a super capacitor which keeps the settings. If it goes corrupt you may have, for example BALANCE set all to right or left, making that kind of issue. Since the balance control keys are not implemented, NEM suggestion tries to force the chip to reset to default values and happens to be the only thing one can try without opening the board.

If that fails, you can try opening the A BOARD and shorting the super capacitor. It's easy to spot, near the Toshiba chips, it resembles a battery or a big capacitor.

This is good info. I've read the first suggestion many times, but never this suggestion. I have an A board with much lower audio on one of the channels compared to the other channel. I need to give this a try. Just short one leg of the cap to the other?
