X-Men Vs Street Fighter weird? problem

I have this XVSF japanese board that has already been phoenixed by Razoola (I sent him the eeproms) which shows glitched backgrounds, character sprites look fine, sound is ok too, at first I thought it was a jumper problem, but it seems this not the case, I have also been told that it could be PAL-F so this is what I have tried so far:

-checked and double checked the jumpers which are like this:

C= closed
O= open

COOC CO OCCOCO COCOCOCO COCOCOCO

-swapped the PAL-F,

-tried with another B board

-when I run the memory check from the service all roms check OK!

It is possible that this board is a different version of the game but using different jumper settings?

That looks like bad solder or broken traces on one of the boards. Have them checked thoroughly. Could also be a faulty custom IC.

All of the three b boards with the same fault? it cannot be, msh, xmen cota and hyper sf anniversary were working just fine on these boards.

Then it's obvious the fault is on the A board, no? Most of the graphics hardware is on the A board, FYI.

Well, I have like 20 A boards... so yea, I have tried many, same problem, besides, all of my other games work fine on those, as I said in the OP, this is a really weird problem.

Could be a bad maskrom maybe? or a bad eeprom? even if all of them checked OK! ?
