Chihiro - no sync

I just received a Type 3 Chihiro, but it won't output any video in my cab.

I've checked the caps on the motherboard and it works fine plugged into an lcd when running from a ATX psu. I've been able to run the hardware test and load up Outrun 2 enough that it gives the expected I/O error (as it wasn't connected). In the cab it won't output any video from either the ATX psu or the cab psu. I've checked the connection of the vga cable into the monitor end and thats fine , my Naomi works fine. I've check the voltages with my Franco-meter and everything seems fine but I don't know how fussy it is about them.

What would cause it from syncing with the monitor (a Rodotron tri sync)

The only thing I could find on this was that for some reason the Rodotron chassis seems to dislike Chihiro (or vice versa), but the only mention of that is on this very forum in one post.

I'm wondering if this is potentially fixable in some form as a changing monitor or getting another cab isn't really feasible. Could it be a mix of sync types for example?
