Can you post a pic of the board you're using, specifically the info sticker up front and the Revision number printed on the pcb?
You'll need to remove the top case for the latter.
I'm having the same issue and I think I've identified the problem, but I need photographs of your board to confirm it.

Looks like it isn't the same issue I am experiencing, but based on what I do know, my best guess is your USB ports/USB bus is toast. I'm getting the 901 error with the dongle plugged in, 900 with no dongle plugged in, and I *know* the games are good since I have two other TX2's to test with. Only explanation, then, for your issue is that the USB ports/bus are bad.
Maybe Andy can fix it?

Plug in a USB memory stick one that lights up when connected (like SanCruzer), to see if USB ports are duff. But sounds to me like dropping the dongle killed it.

So, I got a replacement board today in the mail (the main PCB), and I swapped 'em out... same problem. Error 901 with the dongle plugged in, 900 without. Throws 901 regardless of which slot the dongle is in.
Is it because I'm using export KOF13? (I think Pang is, too?)
The only other thing I can think of is the JVS Controller Board is bad. I'm going to try and swap it out with a known good one and see what hapens.

Okay guys, did some testing tonight with my stack of overpriced PCs.
Taito Type X2 Revision Notes
REV.00B - Export boots fine
REV.01B - Export won't boot, Error 901
TEM100-01B - Satelite; Export won't boot, Error 901
In case there is any doubt: yes, I have all of the above board revisions here in front of me. I tested each board systematically on the exact same cabinet to ensure my results are accurate.
I have two REV.00B boards here; my export HDD booted on both of them. As noted, the export would not boot on REV.01B or TEM100-01B (Satelite unit).
I have one more Type-X2, but I won't be able to test that one out until tomorrow and I don't know the PCB revision offhand. Sorry guys. Will report back once I do!
*Extremely* small chance that the fact that the game is an export has nothing to do with it; unfortunately, the only two TX2 games I have are export, so I cannot confirm this. I seriously doubt it, however. If anyone wants to send me a non-export title, I'm more than happy to cover half of shipping costs.

There are games without a dongle (Battle Gear 4) which have the key on the CMOS, if you remove the CR2032 battery, it will kill the game.
Taito have always relied on 3rd party companies to-do there security - it's a flawed system in many ways..

that's why i am running my kofxiii on a tx2 satellite unit converted with new graphic card and work flawless.

I only get 901 Errors with the dongles plugged in, and the game/dongle obviously works fine. I'm not 100% convinced Pang's problem is a dead dongle, though it is a possibility.
Also worth mentioning I've tried this on two different satelite boards with the same result.
Stv, I'd be interesting in knowing if your KOFXIII is the export version, and also if it is "dongle-free". Worth asking, as these factors make a big difference.
I'm going to try swapping the memory modules but I doubt that will make any difference whatsoever. Still, it is worth trying out.
Edit: I tried KOF13 EXPORT on the 01B motherboard and I got Error 900 regardless of which slot the dongle was in. It runs totally fine on the 00 motherboard.
So, I think it is safe to conclude a couple of things at this point:
1) Pang probably did break his dongle or he has the wrong dongle
2) Export HDDs won't boot on 01 motherboards.

Someone correct me if I am wrong, but an "export" version of a game is a version made specifically for "export" markets (read: not Japan).

Just to follow up for future reference/if anyone cares:
Got a NOS REV.01B Type X2. Export HDD's wouldn't boot, but non-export HDDs boot fine.
So, yeah, if you have an export kit... don't get a 01B revision motherboard.

I got another KOF XIII Export. It does exactly the same thing.

My other games are fine.
So despite my mobo being the same revision as one that works for kazuo, it must be an incompatibility issue, surely? Is it possible his is some sort of world version and mine is Japan only?
The next logical step is to try another mobo but this is going to be a lottery, unless someone in the UK wants to lend me theirs with the possibility of a trade or purchase?
I'd kinda like to email Playmore about it but I know I'll get no response.

Can you take pictures of the dongle and the HDD mounting plate, specifically showing the stickers with the game version info, Pang?
