I presume these are bootlegged. How are they able to do that. I don't mean legally but from the tech side of things. Wouldn't sega have had too much proprietary software/hardware for something like that to be copiable so easily?

Or did Sega outsource manufacturing on the Naomi boards to China and this is the result?

Its not a bootleg, just a suppliers probably got a stack of naomi motherboards lying around that they want gone. Theres pleanty of arcades in China.
