Cadillacs & Dinosaurs Conversion Test-Mode

I got a C&D Conversion to CPS1.0 PCB and noticed that I can't change the Game-Settings in Test-Mode. I wonder if i can only change the Settings with the DIP-Switches or is something broken within the EPRoms?
