super meter is the lower power bar?

Yeah, the meter below your health meter is the special move meter. It gets used for any special moves and can be drained by your opposing player by taunting as said above.

I see. I heard about a special move available only when the special move meter is about to be empty, is it true?

There are desperation moves that are only available when your health is low (and the bar is flashing) but if I remember rightly that uses the spirit/special meter to execute. I'm not sure of any other special moves when the spirit meter is low, but I haven't played it properly in years.
