call me nancy, but offering a special edition of a hardware that is not yet shown with collectors items that will be named at a later date for pre-order at 2000$ is either a leaked pre-order page or some very silly marketing choice.

It's not a launch title. Release is stated as early next year and interestingly it has the code "Exa 0005". It's easy money for G-rev to help fund their other two Exa projects, Borderdown 2 (coming to Kickstarter) and something unannounced. It'll have limited appeal for sure. Is Steam popular in Japan? Maybe I'm wrong but I get the impression it's not so some of these games might be new to players. Regardless, fans of the Steam game might want to try the arcade exclusive version. The op don't have to dedicate a whole cabinet to the game.
