What game is this?

Well, it's clearly Capcom vs. SNK 2: Millionaire Fighting 2001, but... Wolverine.

Far as I can see from the wiki, he is not a hidden character, so is this some sort of hack or is it Mugen?

Speaking of the latter - has anyone played with it much?

That has to be just a MUGEN build. Let's see.. Ryu's sprite is from CVS2 as are the life bars etc. The background is from Pocket Fighter. Terry's and Ryo's sprites are from a KOF title. Probably 2002.

There's absolutely no reason to ever touch MUGEN as there are dozens of good fighting games out there that will already last you a lifetime.
