Surely there is a mechanism to report this behaviour on Yahoo? I appreciate that few of us are Japanese speakers, but perhaps there is somebody within the community who could do the necessary?

Are the japanese buyers that honest and doesn't use any kind of sniping tactic? Otherwise that doesn't make a lot of sense as a lot of bids would come in at the last few seconds, but I may be a bit stupid when it comes to these things.
On a sidenote I e-mailed STV to buy some stuff a while back (I know I know ) and mentioned that I used his service and had contact with him via AO before, he never responded. So if he doesn't want to deal with AO users his clientel should be dwindling fast.

A few minutes of time are being added when bidding within the last 10 minutes of an auction. This way everybody can still consider placing a bid in the last few minutes. It's impossible to make a sniping hit with this system which i think is great. I would love to think that. Sadly the truth will likely far from this. There is a H00GE market out there full of people who neither know STV nor are familiar with his antics.
