Lithium batteries do not drop voltage at first, they drop the supplied current so you get the nominal voltage even when it's practically empty. The problem is that when it is empty, the act of power cycling the board may cause the voltage to sweep low due to current deprivation from the battery side...

A good reason to peel a CPSQ game out would be the casing fan getting faulty and being unable to source a replacement. If that board was meant to run naked from factory, the C board would have black insulation foam glued to it and the battery, to prevent an accidental short and deletion of encryptio...

The problem is not a delay or anything, two of the signals used to setup the key writing are actually bus control signals, the arduino must release them completely after programming the key, so turn them all into inputs so they don't affect the board when key programming is done.

Flash memory is consumable, unfortunately. You might have to replace the chip(s) on the simm.

Take a blank eprom, write Razoola's suicide test on it and replace rom 03 with the one you just wrote. Power it on. The color on the solid screen when it did not boot is not a signal of anything, each unique board chipset has a tendency to power on in a specific state by chip production characteristics. Try it with the B board disassembled. If it works every time, mount it on the casing and press the connectors in with your fingers, check if they bend in when you push. If they do the casing is damaged and need repair.

64MB simms are meant to hold CPU code, they don't have traces to mount chips on the back side of the board. The CPS3 refer to the simms meant to hold data as "DMA simms" (the side with six sockets) and the side with two are "PRG simms".

These boards are relatively easy to source, it might not be worth your time restore a board with such a high level of marine corrosion damage. You have the dongle and the media with the game data, use it with a new board.

The problem would be source the chips to repair the faulty simms. Maybe using the smaller (32MB) ones to repair faulty larger ones is a valid idea?

Half of the chips are of the inverse pinout type which are complicated to source.

Ball bearing fans have real ball bearings in them, I don't really see how these can shed metal bits. Sleeve bearings on the other side is just a brass jacket which holds a vanadium coated axis which is lubricated with mineral oil and use rubber O-rings to keep it from vibrating. Real crappy stuff. The serial will be on test pads unfortunately there is no diagram for the arcade boards. There are diagrams for the regular PS2s, though.
