Faulty NEO-C1 on the worst case scenario. Usually the CR array also goes bad along with the C1 chip. First replace the CR array, if that helps then you can toast since you don't need to get a new C1 chip.

That's actually a common fault. When post office treat parcels rough, the weight of the heatsink+fan assembly rip off the GPU die/core from the flexible PCB it's attached to. That happens with the NAOMI2 too. Since it has two holly chips it breaks twice as easy.

Z80 clock comes from the 8Mhz oscillator box near it. So, likely oscillator box could be faulty. Z80 being dead (no clock) could cause QSOUND error. Probably your fault will be the PAL plus one of the TTL logic chips around it.

Purchase a GAL16V8 IC and program it with the correct file from this site:

Can you try BGSA3 and BGSA4 PALs on other CPS2 board? Early ones have socket, is easy to test.

Try replacing Z80 RAM (28 pin SMD IC at position 2K) standard 6264 SRAM IC. The clock for the Philips DAC IC comes from the QSOUND DSP, not related to Z80 clock.

The monitor I had at the time I played around with the MODEL 3 jumpers was a Philips Brilliance 19' which support composite sync, H/V sync and even SoG. Maybe that is important, indeed.

Lithium batteries do not drop voltage at first, they drop the supplied current so you get the nominal voltage even when it's practically empty. The problem is that when it is empty, the act of power cycling the board may cause the voltage to sweep low due to current deprivation from the battery side...

A good reason to peel a CPSQ game out would be the casing fan getting faulty and being unable to source a replacement. If that board was meant to run naked from factory, the C board would have black insulation foam glued to it and the battery, to prevent an accidental short and deletion of encryptio...

The problem is not a delay or anything, two of the signals used to setup the key writing are actually bus control signals, the arduino must release them completely after programming the key, so turn them all into inputs so they don't affect the board when key programming is done.
