Without deflection you might expect a hole to be burned within seconds.
Use an ohmeter and check that you get some resistance on both windings of the deflection yoke (with it powered off, disconnected from the chassis). This way you can check that your yoke is not somehow an open circuit.

Check the 74LS240s near the edge, sometimes an input gets stuck. Could also be a bad resistor network for pull-up.

I think your tube has gone to air. The deflection can be heard because the HV circuit is separate from the rest of the monitor's power supply on the MS-293* series.

Make sure the 32.768MHz crystal near the CPU is solid too. if it's missing, the board will repeatedly reset. You can see this from the red CONF_DONE LED pulsing very slightly during reset. A word of warning: The MS9-29 will produce a much softer image on the 25" tube than the intended chassis will, at the default B+ voltage.

FWIW that harness is what comes stock in the Pony Mk. III, for auto-degauss. What Nem says is correct - there is no timed mechanism to prevent it from burning out the PTC over time. Already on it! That's a solve for the hardest to find part.
The next hardest is all the crazy metal brackets that go underneath it. May have to figure out fabrication for those.

Looks like the sync signal is not working while graphics generation itself is fine. How close to a CPS is the bootleg board?
