i would try an external 640 x 480 signal source from a laptop or pc using a different vga cable as well- to rule out anything related to power supply or cab wiring

looks like some kind of interference, possibly earth related or signal related or a regulation issue on the chassis

ms9 can normally sync to almost anything
I would check the video ground is going to pin 14 on the jamma connector
I wonder if linking h and v sync at the chassis may help

but they do have horizontal hold on the chassis, which is what needs a tweek

you can use a rodotron 666a-29 or weiya3129a, trisync chassis - nieman displays is in Canada and he used to have these chassis so it would be wise contacting him

to remove neck card grip each side of the card with each hand and gently pull backwards from the tube, then pull the black wire spade terminal that is the crt earth on 2nd photo remove 4 pin power input connector and earth spade terminal, on left side of chassis remove 6 pin rgb input connector, on ...

ah yes of course, ms2930- that board lifts off its header by removing the screw and gentle pursuasion using flat bladed screwdriver under each side

the two little smd caps? they can cause problems
what i would suggest is checking every cap again for any track damage

i have not seen a chassis kill a flyback, if you corrosion on the chassis then that could be the problem
