Did I nail it? Well, a really quick test shows it's possible to do, I will try again when my son's not having a cold and wakes up every ten minutes.

I once had my E2's MS9 running at 1280x768 (interlaced) directly connected to a PC using a weird soft15khz mode line. It was at 47hz or something so the frame rate might be off-putting (I only used it for navigating the Windows desktop). Switched to 24khz though I'm sure you get smooth FPS running at a high resolution in interlace mode if you wanted.
Though to be honest I think I'd prefer your above set up with a nice stable 640x384p anyway.

Apparently, running this game in Full screen forces the game's default res (I think), no matter what you've setup your desktop resolution too.
I settled on 480p + windowed mode in the end, as that was much easier to setup with the UVC. Even though you will have to re-size the window every time you feel like playing this in your cab, it takes about 2 minutes to do when you've already tweaked the screen controls of your cabinet to your liking, so it's not off putting, really. It looks amazing and plays wonderfully (although I suspect my laptop's not up to it, lots of slow down in Time Attack).
A quick Google came up with this tip (I've not yet tried it though):
So for an easy setup, here's a guide:
* Setup Crimzon Clover WI to run in TATE
* Close Steam/Crimzon Clover WI
* Plug in your VGA cable from the UVC to your computer
* Set your computer to 480p 60hz (click Advanced settings, List all modes, click OK)
* Launch the game (I made a shortcut to the Crimzon Clover WI exe file directly)
* Select Windowed mode
* Scale the window down so the default size is changed
* Move the window until your monitor's controls can fill the game to your monitor perfectly
* Play!
When you're done playing:

I don't have that setup to try, but if you run it in 480i, I guess it would at least work (using my method). If you have the game already, try running it in a window and see how small you can make it. If you can scale it down to 240p, that would be really weird. Well managed to get the screen size to adjust by using ALT Spacebar and then selected size and adjusted but it is only running 480I with flicker also my controls seem to be moving up and down on there own through the JPAC

I could only move the window with that keyboard shortcut, its not driver specific.
The contols are doing weird stuff on there own without me touching them ,not sure why

Alt space is a standard windows key shortcut to allow sizing with the arrow keys.

I gave this a try tonight. Looks great.
It scaled fine without a UVC. 15k desktop resolutions such as 384x288 weren't a problem for windowed mode, and when fully stretched to screen, the layout (almost) transitions to 3:4 by cropping the widescreen-filling top/bottom borders. However, the borders do remain slightly, creating quite a square playfield. Is it supposed to be like this? I could stretch the screen and rid the borders, but it'd still waste precious pixels at low resolutions. I might try switching to 24khz later to compensate. Annoying though.
Like trev I also had an irritating poltergeist constantly tapping 'up' during the menus, but it doesn't affect gameplay. I'm using a JammASD.
