Monitor "ripple" and bland picture on MS2931

I just purchased a Blast City and I'm having some issues with the monitor. Right now I'm going into the VGA port with a Dreamcast,it has Jamma but I'm waiting for my Jpac to come in.

First,the general picture is just bland and dim. No matter what I adjust in the extended menu its still dull looking,if I bring the brightness down to 30 it looks ok but the colors lack vibrancy and the overall picture isnt sharp at all. It all looks 'washed out'. Also there is a constant "ripple" scrolling up on the picture. If you turn on the monitor without a signal (all black) you can see that there is a TON of things scrolling around (again,no game turned on) and you can see the black signal jumping/moving around on the bottom.

Here is a link to a youtube video showing my exact problem,it is much much worse without a game on (all black),very noisy and lots of scrolling things. Any ideas what this could be?

The moving up ripple you see on the screen looks like a video ground issue.

About the picture not being sharp youtube isn't helping as the video is overcompressed, but anyway this problem is better analysed after having done the brightness/contrast/RGB adjustment suggested above.
My 15kHz cabinet Peplos will never power up, with any item, and I am quite proud of that.
