Aeros - Why are there Two Areas for Start Buttons?

I can't be the only person who has wondered this. Both the CP and CP upper have holes for player 1 and 2 start buttons. Anyone know why this is? Only thing I can think of is Sega was anticipating that some operators might use other types of CPs that didn't have start button holes. However, I have seen some CP uppers that don't have the start button holes. Not sure if they had the holes plugged or what.

I think this has been explained before ,I'm sure it's because mahjong panels don't have start buttons.

i think it's for panels that don't have a start button.
The twho little holes on the front are certainly for additionnal audio out (for headphones), the squared hole on the right is maybe for a coin counter (like on neogeo cabs).
