Was playing my HSF2A board when this screen showed up, first time I see it, I was playing vs the CPU with Vega (Claw) against Chun-li, I turned the cabinet off and back on then I continued playing as if nothing happened, but I thought I had to report this as it may be something that hasn't been addressed before:

The point of that screen was aid Razoola back then when this was experimental to catch decryption errors or bugs. That's why it says to contact him.
I do similar stuff on my decrypts but instead of patching in a new exception handler (Motorola lingo) I use CAPCOM's original which is already on the games but is usually disabled (so the game restart instead of staying sit at a debugger screen. After all games that take no coin make no money...)
