Hyper Duel PCB shameful condition

Hi,

I came across this Hyper duel board (non-working) that seems is not in its best days. It is basically dead. Apparently someone resoldered the CPU so I think the problem might be there. Besides the CPU text is upside down when compared to the rest of the components of the Pcb:

Can someone with this PCB tell me if that is normal? Seems a very obvious thing to overview it.

If the CPU is placed correctly, how can I check if it is working properly? I want to repair this game, heard it is a nice one, but have no clue where to start.

Before you do anything to that chip, you might want to throughly clean around it with plenty isopropyl alcohool and check if it's really badly soldered. After all the stuff you see there is just flux rests. The problem might still be somewhere else and easier to fix.
My 15kHz cabinet Peplos will never power up, with any item, and I am quite proud of that.

Thanks! I have this, a soundless Bucky O'hare and a Gunbird 2 with graphic glitches. Never attempted to repair any and quite afraid of doing so.
