Try the easy stuff first:

Check voltages at the board, particularly 5V. Check at a chip furthest from the jamma edge connector
Reseat all socketed roms. Give them a firm press into their sockets. Often they work themselves slightly out of the socket over time, and make poor contact, resulting in problems.
Test another known good board in the cab.
If you have more than one CPS-1 game board, swap the various boards in the stack (A, B and C), to determine which board the problem is isolated to.

Like NoAffinity said, exchanging the A board for a known worker is always a good bet. Chances are it's the A board. Looks like it could be a RAM fault to me, but it would better to slim down the location of the fault to one of the boards first and work from there.

If you check all the traces and don't find any problem, that can be one of the dual ported RAMs which help rendering the graphics or the CPS-A-01 custom IC.
