Yup, alphabetical order for normal PCBs. Oversized ones are by manufacturer since they are generally similar in size. ROM carts are also by format but most aren't in that office.

Like this. Boards are wrapped in arcade PCB specific anti-static bubblewrap in such a way that there is a pocket for holding docs and easy access to the edge connector for testing. Well, the 800 is a small price for ops. Router + monthly fees + credits all flow into Taito's pockets for this system. For games, 800/32 = 25 per game is not too expensive.
