The easiest thing to look for is loose joints. Try lightly knocking on the pcb with some non-conductive object like the handle of a screwdriver.
You will see immediately if it's a loose-joint dependent issue.
Otherwise please post some photos or, even better, videos.

The one you found on ebay looks comparable technically-speaking. With regard to changing the whole ptc + coil thing, if you can find a mechanically fitting replacement then why not? Just be careful to the usual stuff and maybe try the new one from the outside first, before you go through all the work.

Being it a PC monitor, where the degausser gets used at each power on, I would try and stick with a part identical to the original. Since we can't know for sure whether the thermistor is really worn out or not, it would make little sense to add another variable in the picture. Yet of course the part...

Before you do anything to that chip, you might want to throughly clean around it with plenty isopropyl alcohool and check if it's really badly soldered. After all the stuff you see there is just flux rests. The problem might still be somewhere else and easier to fix.

PTH451A180N21 sounds like the best choice to me as well. 2 ohms discrepancy account for a 25% difference which will reflect in a current increase with respect to the stated figures. I see what you mean. That's certainly possible, yes.
Desoldering and measuring is just my preference: dead easy anyway (at least for me), and it leaves no room for doubts.

Although a magnetized object nearby might be the issue, you do say that manually degaussing with an external coil works fine until you power it up the next day.
This indicates that the PTC of the degaussing circuit in the monitor might be aged and out of spec, so it's not doing its job properly.
