I see a scratch under your cart, where ROM21 is missing. You might want to ensure that the trace underneath is not damaged, if at all still there.

I typically use just black isolation tape to cover the window and protect the memory from light radiations. I would try and check if bending the pins/connectors back might have broken a trace by accident, or loosen a broken trace under the connector which was already making contact by chance.

I'm glad you solved it! Congrats!
As this didn't get caught by a ROM check, it means the contents of this memory are probably not accessible by the cpu.
Which also makes me think on how the map of tiles for each level gets read directly in hardware without cpu intervention. Interesting design.

From the look of it, it could be loose joints, but it could also be RAM, one EPROM or maybe some TTL.
EDIT: hard to say without making some measurement.
