As this didn't get caught by a ROM check, it means the contents of this memory are probably not accessible by the cpu.
Which also makes me think on how the map of tiles for each level gets read directly in hardware without cpu intervention. Interesting design.

From the look of it, it could be loose joints, but it could also be RAM, one EPROM or maybe some TTL.
EDIT: hard to say without making some measurement.

From your report one might say that the horizontal ramp generator of your monitor has issues locking to the horizontal sync signal.
Yet, from the look of your video it seems to me like the video clock signal on your game board has jitter issues.
Unfortunately I am not sure which one of the two.

It looks to me as if bank switching is not working, rather than the colour palette. When combined with the issues on the text layer during gameplay, this really looks like a PPU issue to me. Having to match the capacitance values is not 100% true, at least not as strict as a dogma. Expecially the power supply filtering ones. About the 3 letters/digits marking code, it just identifies the specific production lot. The silicon is identical. ;)
